It's poetic justice for CAPS at the former Pet Works Pet Store in the San Diego area. Dec 1, 2010 - LA MESA — Pet Works, which sells puppies and animal supplies in Grossmont Center, plans to shut its doors before the end of the year. San Diego Stop Puppy Mills, led by Sydney Cicourel, has been backed by the Animal Legal Defense Fund and the Companion Animal Protection Society, which has been investigating puppy mills and pet stores since 1989.
