Local governments in New York State should be allowed to regulate pet dealers.
Facts prove the USDA and New York State Agriculture Department do not have enough staff or regulations to properly inspect and enforce laws.
Within New York State, we have serious problems with pet dealers. Not only with the treatment of animals in their care, but also with the half truths told to potential consumers, and with the source of these animals.
It is clear companion animals need our help.
S3753-A/740A will ensure that municipalities can regulate pet dealers, increasing health of companion animals, safety of the residents, and source of these animals in our communities.

Lauren here from Assemblymember Rosenthal's office. As I am sure you have all heard by now, Assemblymember Rosenthal passed A.740-A last night in the Assembly. We have all been working really hard to get this bill through because it will restore municipality's authority to regulate pet dealers, and ultimately help put an end to puppy mills. Assemblymember Rosenthal and Senator Grisanti are dedicated to passing this bill and making it law, but we have just heard that there is a group of Republican senators who are working to block the bill. The fate of this bill is in serious jeopardy.
At this point, we really need to mobilize. We are working on our end to head this off, but we need to generate tons of calls into Senate offices starting now. I know you have all been emailing and using FB and Twitter and for that we cannot thank you enough, but we need calls and we need them now.
If there is any group that can do this, I know that it is this one! You are some of the most dedicated advocates for animal rights we have ever worked with. We need your help now. Please share this email with your friends wherever they live and ask them to make calls as well.

Thank all of you for helping move New York Senate bill S 3753 forward. This bill is going for a full senate vote SOON.
This is the New York State senate bill that will lift the preemption in NYS Agriculture law that FORBIDS municipalities from enacting a better standard of care on pet dealers in our communities.
If this legislation (SB 3753 and AB 740) becomes law, then the licensing system established under state law will no longer be the preeminent law. Localities would be free to pass their own law.
