IRVINE – The latest chapter in a fast-growing debate over animal welfare in puppy mills and other venues played out Tuesday night in Irvine, where elected officials backed government intervention to safeguard pets and animals used for entertainment.
On a 4-1 vote that drew a standing ovation, the City Council banned retail sales of dogs and cats, rodeos and circuses featuring exotic animals.

Two Saturdays each month, rain or shine, Ida McCarthy can be found with a group of people protesting outside a Lombard pet store.
They’re upset, she said, because the store, and eight others throughout DuPage County, sell puppies that were bred under inhumane conditions in puppy mills.
More than three years ago, McCarthy joined a group called the Companion Animal Protection Society, which campaigns for humane protection of companion animals in pet stores and puppy mills.

For some people, finding the perfect pet means one that comes with paperwork stating that they have the perfect parents and perfect background. But, what the paperwork does not tell them is the suffering that many of the parents go through in order to make that "perfect puppy." Many spend their entire lives in harsh wire cages, unable to walk around, with no proper care or attention. Others live in filthy, overcrowded pens and much, much worse. What these people don't know is that perfect puppy sometimes comes with physical and emotional issues due to no fault of its own. The result is pets that end up in shelters and rescues and the never-ending vicious circle of unwanted animals.

WHAT: CAPS will kick-off the first in a series of protests against several pet shops in Long Island to draw awareness to the connection between pet shops and puppy mills. Almost all pet shops obtain dogs from puppy mills.

WHY: These pet shops sell dogs from puppy mills - commercial breeding facilities that mass- produce puppies for resale through pet shops and brokers. USDA licensed facilities are puppy mills. All three stores are linked to several breeders with multiple AWA (Animal Welfare Act) violations. They frequently buys from puppy mills from states in the Midwest, particularly Missouri.
Some of the complaints describe in detail instances of gross neglect, inadequate veterinary care, lack of basic cleanliness, and in some instances animal abuse. A long list of customers complain of sickly dogs who had chronic illnesses that were contracted before purchase. It is important for the public to know the risk of buying a puppy mill dog and the cruel system they'll be sponsoring if they buy a puppy in these places.
The Puppy Experience:
Previously bought from Kathy Bauck (prior to her conviction). Frequently buys puppies from the Hunte Corporation (see video).
Yipity Yap:
They buy from notorious puppy mills in Missouri. Some of these breeders have multiple USDA violations which include inadequate veterinary care and neglect (see video).
Peebles Pet Shop:
They also buy the majority of their pups from Missouri. One of the breeders Kathy and Scott Spencer of Mendon, MO have ten (10) violations, including serious vet care violations (see more information about USDA inspection reports).
HOW: CAPS wants to alert consumers to the problems associated with purchasing puppies from pet shops. At these peaceful protests, CAPS will distribute fact sheets on pet shops and where to adopt in the Long Island area and CAPS brochures. CAPS protestors along with concerned, local residents want local pet stores to convert to a humane business model that dogs from local shelters, especially kill facilities, rather than from puppy mills.

USDA Proposes AWA Update
Americans love online shopping. Websites like Amazon and Zappos now compete with big box stores like Walmart and Target, at times beating them in sales. Unfortunately, the shadiest and cruelest pet businesses also ride the lucrative wave of the Internet bubble. Like online scammers, these puppy mill owners disguise themselves as legitimate operations by posting stock photos of cute puppies and staged pictures of their so-called kennels in semi-professional websites. To the average person, these places seem as reliable and safe as eBay, but nothing could be further from the truth...
