Cohasset, M.A., November 24, 2014 - An important public meeting regarding a proposed local law (Ordinance 55) regulating pet shops took place on November 24, 2014 in New York, NY. Companion Animal Protection Society (CAPS) Founder and President Deborah Howard testified in support of the bill.

New York, N.Y., November 24, 2014 – An important public meeting regarding a proposed local law (Ordinance 55) regulating pet shops will take place on November 24, 2014. Companion Animal Protection Society (CAPS) Founder and President Deborah Howard will testify in support of the bill. CAPS has played a vital role in providing statistical proof that retail pet stores in New York City sell puppies sourced from puppy mills with USDA violations. When Int. No. 55-A was introduced for the first time, CAPS General Counsel John Maher was among the first to testify in support of the bill. The proposed amendment would significantly improve the New York City Retail Pet Sales Law and related ordinances concerning spay, neuter, and micro chipping requirements. Ordinance 55 will also place tougher restrictions on pet shops in New York City.

Sparkman, Verna and Elmer

Weather at time of investigation: 78 degrees Fahrenheit and cloudy.

Breeds: Poodles, Havanese, and Yorkshire Terriers.

There were 30 to 40 dogs and 15 to 20 puppies on the premises at the time of investigation.

Building 1
As soon as I arrived, Verna Sparkman led me to the whelping area containing all of her puppies.  She showed me two sets of Morkies and all remaining litters.  None of the puppies or mother dogs had identification (Sec. 2.50 Time and method of identification).

Building 2
Here, Verna Sparkman showed me all of her adult dogs. All of the facility kennels were indoor/outdoor, and all were clean except for one kennel housing two Poodles. The flooring of this kennel did not appear to be sturdy, as it was bending while the dog was jumping  (Sec. 3.4 Outdoor housing facilities (c) construction).
