Filing out of a Ventura County Board of Supervisors meeting Tuesday, proponents of a county ordinance that mandates dog and cat owners in unincorporated areas have their pets sterilized appeared rather subdued for a group that just won a ruling it believes will be a key factor in making Ventura a no-kill county.

After months of deliberation and fact finding, Highland Park City Council has approved a text amendment to the city’s zoning code. The omnibus vote came on October 28th with the Adoption of an Ordinance Amending Chapter 150, Article II of the “City of Highland Park Zoning Ordinance of 1997,” as Amended, Regarding the Definition of “Kennel”. “This is a huge win for my great little city”, said Dawn LoCascio. “I am told that in addition to the text amendment change that limits kennels from large-scale breeding, pet stores are prohibited from selling dogs and cats by Special Use Permit in the City of HP.”
Thanks to A.740-A/S.3753-A, municipalities like New York City will be able to enact ordinances banning the retail sale of pet shop puppies, kittens, and rabbits and requiring stores to offer only shelter or rescue animals for adoption. CAPS' New York director is already working with legislators in Suffolk, Nassau, and Westchester counties to draft ordinances.
CAPS, along with other animal advocate groups, worked hard to get this bill through the NYS legislature. Local communities demanded the ability to regulate pet dealers in their backyards and A.740-A/S.3753-A is the answer. Assemblymember Linda B. Rosenthal and Senator Mark Grisanti demonstrated their commitment to animal welfare by making this landmark bill possible.

San Diego is the 32nd city to ban the retail sale of puppy mill pets. The new pet store ban will restrict retail stores from selling animals from potentially irresponsible breeders. The new law now requires retailers to work with city or county animal shelters, human societies and nonprofit rescue groups in place of puppy mill breeders. Pet stores will be required to have documentation for each pet.
