Albany, N.Y. - On Thursday, January 9, 2014, Governor Andrew Cuomo signed A.740-A/S.3753-A or the “puppy mill bill” into law. The new legislation, which the New York State legislature passed last summer, will allow local governments, like New York City, to enact stricter laws regarding pet dealers. Municipalities in New York will now be able to pass ordinances like those sponsored by the Companion Animal Protection Society in California, Illinois, and Florida.

Governor Andrew M. Cuomo today signed legislation to help protect the health and safety of dogs and cats across New York State by authorizing local municipalities to adopt more stringent laws to regulate pet dealers.
“The legislation announced today is a win for those individuals and communities across the state that have fought for the health and safety of animals under the care of pet dealers,” Governor Cuomo said. “While existing state law will be upheld, today’s legislation will give support to the many local municipalities that want to ensure stronger safeguards are in place to protect the animals in their communities.”
THE GOVERNOR NOW HAS UNTIL JANUARY 10th TO SIGN THE PUPPY MILL BILL INTO LAW!
It is more critical than ever that the governor hears from animal advocates like you. Will you **call** Governor Cuomo at (518) 474-8390 and politely urge him to sign the pet dealer bill into law?
You can simply say: “I am a constituent and I would like to urge Governor Cuomo to sign A.740-A/S.3753-A into law.”
We’ve worked so hard to get this bill this far. Please help us get it signed into law! Time is running out!
Thanks to A.740-A/S.3753-A, municipalities like New York City will be able to enact ordinances banning the retail sale of pet shop puppies, kittens, and rabbits and requiring stores to offer only shelter or rescue animals for adoption. CAPS' New York director is already working with legislators in Suffolk, Nassau, and Westchester counties to draft ordinances.
CAPS, along with other animal advocate groups, worked hard to get this bill through the NYS legislature. Local communities demanded the ability to regulate pet dealers in their backyards and A.740-A/S.3753-A is the answer. Assemblymember Linda B. Rosenthal and Senator Mark Grisanti demonstrated their commitment to animal welfare by making this landmark bill possible.

In 2009, Governor Cuomo came out against Worldwide Puppies and Kittens for ripping off the public and selling seriously sick and dying dogs and cats: http://www.newsday.com/long-island/nassau/pet-store-must-repay-for-selling-expensive-sick-puppies-1.1375480
Today, Worldwide Puppies and Kittens is still in business and up to the same cruel antics, ripping off their customers and selling dogs from the Hunte Corporation, the largest dealer of puppy mill dogs in the world.
Right now, A.740/ S.3753, a bill that would allow local municipalities to regulate pet stores, is sitting on Governor Cuomo's desk just waiting to be signed. This bill has the potential to stop this terrible abuse.
Come join us in asking Governor Cuomo to finish what he started and to sign S.3753 on Saturday, October 12 from noon until 2 pm!
